2. Add chopped garlic and saute this for 4-5 minutes on a medium-high flame till it turns light brown
3. Add all-purpose flour and butter. Mix this for 2 minutes
4. Add milk and cook this for the next 3-4 minutes on a low medium flame
5. Add the 80% cooked pasta now. Mix it well
6. Add water and cook the remaining 20% of the pasta in this mixture for 3-4 minutes on medium flame
7. Once all the water gets soaked in, add the grated cheese, salt, and pepper. Mix it well
8. Turn off the flame and transfer the pasta to a serving dish
9. Sprinkle some parmesan cheese and enjoy!
